About: Since 1953, the Home Builders Association of Greater Austin has been the leading nonprofit trade organization dedicated to residential construction in Central Texas. With over 700 member firms, the HBA works with elected officials, local government staff, businesses, community organizations, and the general public to promote the practice and professionalism of the home building industry.
Basic Function: Serves as the Chief Executive Officer, recommends and participates in the formulation of new policies and makes decisions within existing policies as they have been approved by the President and the Board of Directors. Plans programs, directs activities of the Association, in accordance with the strategic plan, to assure that objectives are attained. Maintains effective internal and external relationships. Through management and leadership, achieves economical, productive performance, forward looking programming and constructive growth of the Association.
Duties, Responsibilities, and Authority:
Within the limits of the bylaws and policies, the Chief Executive Officer is responsible for and has authority to accomplish the duties as set forth below.
Sees that the President and the Board of Directors are kept fully informed on the conditions and operations of the Association, and on all important factors influencing them. Attends all meetings of the Board of Directors.
Act as a liaison to the State and National Associations.
Plans, formulates and recommends for the approval of the Board of Directors basic policies and programs which will further the objectives of the Association.
Executes all decisions of the Board of Directors except in cases when assignments are made specifically by the Board.
Develops for the purpose of day-to-day administration, specific policies, procedures and programs to implement the general policies established by the Board of Directors.
Establishes a sound organization structure for the Association’s office and operations.
Recruits, hires, trains and motivates association staff.
Establishes performance standards and goals and evaluates staff.
Provides the necessary liaison and support to committee chairs and council chairs to enable them to properly perform their functions.
Executes such contracts and commitments as may be authorized by the Board of Directors or its established policies.
Promotes interest and active participation in the Association’s activities on the part of the leadership and reports activities of the Board and the Association through the communications media of the Association.
Plans and executes all communications to the general membership which includes newsletters, general mailings, news releases, etc.
Maintains effective relationships with other organizations as approved by the Board of Directors and sees that the position of the Association and its members is enhanced in accordance with policies and objectives of the organization. Coordinates public relations programs to enhance public acceptance of the Association and the industry the Association represents. Attends social events frequented by community leaders.
Develop and maintains lines of communication with governmental decision-makers and staff on issues impacting the home building industry.
Coordinate industry-related educational programs and other Association duties as assigned, including Political Action Committee (PAC) affairs.
In cooperation with the Finance Committee and Treasurer, develops, recommends, and upon approval, operates within the annual budget. Insures that all funds, physical assets, and other property of the Association are appropriately safeguarded and administered. Executes accounts payable, accounts receivable and maintains bank registers, deposits, reconciliation and financial information.
Supports the board on local, state, and federal governmental issues and should be able to work with membership to achieve regulatory and political goals of the Association
Performs a secretarial function for the Association, maintain official minutes of the Board of Directors meetings and other official meetings of the organization. Provide security for all files legal and historic documents, membership and mailing lists.
The Chief Executive Officer is a member of the Board of Directors and the Executive Committee ex-officio, without a right to vote.
Responsible for the security and confidential information as it applies to daily functions of the Association and its members
The Chief Executive Officer carries out such other responsibilities, as may be delegated by the President and/or Board of Directors.
The HBA also owns and operates a meeting and event venue (on property) that accommodates HBA events, but is also available for rent for external events such as weddings, corporate meetings, and other gatherings for up to 450 people. There are staff members tasked with the management and operation of this venue that the CEO will be responsible for overseeing and growing.
