The Manager, Certification Test Development will be involved with managing and overseeing Certification operations programs and activities including, but not limited to: processes related to the credentialing programs, handling candidate testing inquiries, administering portions of the certification portfolio, and assisting with Certification projects. This position ensures that all activities and requirements regarding all ASCM credentialing programs are met. Serves as first level manager with at least 1 or more years of professional experience within an association. Essential Functions and Responsibilities:
Manage the overall test development process including but not limited to serving as primary point of contact for certification committee, exam sub-committees and certification vendors on the development of testing policies, procedures and guidelines, Job Task Analysis updates, and item writing/banking for the certification programs;
Manage committee review, approval and publication of ASCM exams, including analysis of psychometric data and proof exam forms for content clarity, accuracy and readiness for publishing;
Interact with certification database management system (Aptify) to generate basic reports and statistical data, including but not limited to: candidate survey data, exam pass rates and testing trends;
Provide timely response as point of contact for candidates and committee volunteers regarding testing and certification inquiries;
Create, update and manage certification web content related to testing, scoring, and item creation process;
Monitor certification activities to ensure compliance with external standards, best practices, industry accreditation and ASCM policies and procedures;
Ensure Certification process documentation is kept current and accurate;
Manage certification and test development related projects, including testing and implementation for new Certification Initiatives as necessary;
Adhere to ASCM and Certification policies and procedures;
Other duties as assigned.
Bachelor’s degree (B.A. or B.S.) or its equivalent from a four-year college;
1 year of experience in association environment such as test development, certification professional development or member services;
Proficiency in MS Suite, databases, spreadsheets, as well as research using the web.
At least 1 year of project management experience;
Demonstrated proficiency with customer relations and time management;
Background in educational testing and assessment industry.
Ability to maintain a high degree of confidentially;
Ability to prioritize and execute on multiple, simultaneous, complex priorities, while multi-tasking to meet individual and the department-related deadlines;
Ability to learn new computing systems and programs;
High degree of proficiency with common computer programs and office software;
Interpersonal, written/verbal communication and customer service skills to work effectively with people of diverse talent and background;
Strong attention to detail;
Application of common sense understanding to supply or to carry out instructions furnished in written, oral and diagram form, and effectively deal with problems;
Problem analysis and problem resolution at both strategic and functional levels.
