The Manager of Standards & Technical Services is a new position that involves both administrative and managerial support to the technical standards department. This is a growth position that requires strong project management skills for the successful development and maintenance of the association’s American National Standards Institute (ANSI) standards program serving as the foundation for the International Swimming Pool and Spa Code (ISPSC).
Essential Job Functions
The Manager of Standards & Technical Services will interact with staff, members of the association, industry volunteers as well as consumers. He/She will collaborate with other pool and hot tub associations, trade associations, government agencies, safety advocacy groups, other ANSI Standards Developing Organizations (SDOs) organizations. This position requires a person to be detailed oriented and a self-starter to prioritize the heavy work flow to accomplish goals. Daily tasks involve handling inquiries, document maintenance and retention, as well as data processing and management with a key focus on accuracy.
Assist in the development and maintenance of pool and hot tub standards through the accredited procedures of ANSI. This includes creating, monitoring, and keeping current policies, systems, processes, and procedures for all standards initiatives.
Manage the ANSI Standards Consensus Committee (SCC) letter balloting process for standards including the creation and tracking of letter ballot votes, responding to commenters, tallying of votes, and communication of ballot or closing results.
Submit official forms to ANSI as required by ANSI Essential Requirements.
Comply with ANSI accredited standards developer procedures and properly maintain both electronic and hard copy files for the ANSI audit scheduled once every five years.
Monitor ANSI Standards Action to identify activities of interest to the PHTA stakeholders.
Coordinate with the education department to integrate standards and codes into industry certification manuals and training.
Schedule meetings (in-person, via teleconference or Internet), draft agendas, take meeting minutes, prepare handouts, manages supplies and distributes information to relevant parties.
Secure meeting space and arrange for relevant audio/visual requirements and meals (breakfast, lunch) as needed.
Assist with onsite standards committee logistics including meeting room set-up and post-meeting shipments.
Communicate with fellow staff members, industry stakeholders, consumers, vendors and other individuals.
Respond to consumer, member and non-member technical and standards inquires (written, electronic mail, and telephone) in a professional and timely manner.
Process outgoing mail and prepares shipments as required.
Organize and manage electronic and paper files.
Assist in maintaining individual, committee and group records in the membership database.
Produce committee rosters and reports as applicable.
Collaborate with other PHTA departments as necessary.
Monitor department inventory.
Travel includes two 5-day trips to annual domestic meetings, in January and November, and additional short-term travel as needed (amounting to approximately 20%)
Comply with PHTA policies and procedures as well as support the PHTA Mission.
Perform other duties as assigned by the PHTA Vice President of Technical and Standards or PHTA President & CEO.
Special projects and other duties as assigned.
Familiarity and experience with American National Standards Institute (ANSI) standardization requirements and procedures.
Knowledge of pool, spa or hot tub industry.
Computer graphic skills.
Trade association experience.
Proficiency in Microsoft Office Suite.
Excellent word processing skills and knowledge of Microsoft Word, Excel, PowerPoint, and Outlook.

Physical Demands and Work Environment
The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc. He/she will be required to constantly use a computer and other office machinery such as a calculator, copy machine and a computer printer. The person in this position frequently communicates with members and non-members through e-mail and phone conversations. The person in this position must be able to exchange accurate information in these situations. He/she must have ability to learn processes, principles and procedures. Occasionally, the individual may have to lift and move audio/visual equipment, boxes of paper, mail and other items weighing up to 50 pounds.
