The U.S. Naval Sea Cadet Corps (USNSCC) is a non-profit youth leadership program based on the principles of the US Navy and is intended for youth ages 10 to 18. Established in 1962, the USNSCC is supported by the Department of the Navy and the Navy League of the United States. The program is administered by a small National Headquarters staff. Our field staff is comprised of an all volunteer force of over 3500 dedicated adults from all walks of life with many having previous military experience. Through partnerships with our nation’s armed forces, we provide exciting training and leadership opportunities to thousands of cadets based in local units throughout 47 States, Guam and Puerto Rico.
The Director of Professional Development and Volunteer Engagement will organize and implement a complete professional development and training program and volunteer engagement strategy. This will include but not be limited to the creation, development, implementation and teaching of continuing education and training programs as well as recruitment and retention of volunteers.
Develop, enhance, and lead training of volunteers to ensure success, to include a comprehensive revision of our adult curriculum.
Develop, implement, and advocate for an organization-wide strategy for volunteer
Identify and implement strategic opportunities to engage volunteers in building the
capacity of the U.S. Naval Sea Cadet Corps and improving the cadet experience.
Serve as an ombudsman for volunteers and advocate for volunteers to the NHQ Staff.
Develop a continuing-education style training program for our adult volunteers to stay current with youth safety initiatives, USNSCC policies and standards, and billet-specific professional development.
Develop a train-the-trainer and teaching skills programs for our volunteers and create and administer a regional training team initiative to facilitate cadet curriculum roll-out.
Develop and lead effective volunteer recruitment initiatives.
Ensure volunteers are supported in their roles within the framework of USNSCC policy and the chain of command.
Measure and communicate volunteer impact and recognize volunteers for that impact by creating and implementing a tracking system, regularly reporting on the contributions made through volunteer engagement, and expanding the volunteer recognition and benefits program.
Bachelor’s Degree in Education, Professional Training, Adult Education, Organizational Development, Instructional Design and/or Technology required. Master’s Degree in a relevant field strongly preferred.
Mid-level career experience required.
Extensive experience in training processes and learning methodologies (designing, developing, and delivering) for adult learners, to include volunteers.
Passion for a fast-paced, dynamic, and technology-driven work environment.
Excellent collaboration, public speaking and communication skills with the ability to build productive relationships with staff and volunteers.
Willing and able to travel as the job demands, including weekends and evenings.
Extensive experience with face-to-face, online, and hybrid training delivery methods in an educational institution, business or corporate setting.
Must have valid driver’s license, clean driving record and reliable personal transportation.
Familiarity with non-profit operations is preferred.
Understanding of current adult education/andragogy theories and methods

USNSCC is a national youth leadership development organization that promotes interest and skill in naval disciplines while instilling strong moral character and life skills through leadership and technical programs modeled after the Navy's professional development system.
USNSCC is comprised of two programs. The Naval Sea Cadet Corps (NSCC) program is for young people ages 13 through the completion of high school. Also included under the USNSCC umbrella is our junior program the Navy League Cadet Corps (NLCC), for young people ages 10 through 13.
Run by a small staff in Arlington, Virginia, we are sponsored by the Navy League of the United States and supported by both the U.S. Navy and Coast Guard.
