An effective lobbyist wears many hats and plays a number of different roles, depending on the nature and resources of the organization and the legislative, regulatory or public policy objective. For the Texas Association of Health Underwriters (TAHU) it is also imperative that candidates have a working understanding of all insurance products, rules, regulations and mandates in the state of Texas. Further, a strong grasp of the Affordable Care Act and its impact on insurance policies in the state of Texas is equally important. It is also preferable that the candidate understand the history of the health insurance market in Texas. Again, strong background in Texas insurance policies and rules. Most people recognize that the key roles of the lobbyist for TAHU are to: • Advocate on behalf of TAHU at the Texas Legislature, Texas Department of Insurance and other organizations and individuals who have an interest and influence in public policy; • Track developments on legislative and regulatory levels and inform TAHU of those developments; • Develop and nourish relationships with the people who are in public policy positions, including members of the legislature or staffs, officials at the regulators or others in the executive branch; along with organizations and people who have similar roles and interests on the same issues and policies that TAHU has. Detailed activities of a lobbyist for TAHU include: • Communicate regularly with TAHU board and all TAHU groups on legislative, regulatory and related developments in health insurance, health care and employee benefits. • Public testimony preparation, written and / or oral, and work with anyone who will be testifying on behalf of TAHU. • Regular interaction with the Texas Department of Insurance as well as an understanding of the various working groups within the department – ensure there are no proposed rules affecting brokers. • Demonstrated working relationship with other associations in our field of expertise. • Monitor statewide publications, the Texas Register, and TDI reports and news which may affect agents and members of TAHU in anyway; and how news appearing in such forums may affect TAHU positions. • Represent TAHU at receptions and other political and campaign events as necessary. • Develop and write regular articles for the TAHU magazine, TAHU chapters and groups as necessary. • Attend state and national events and meetings, including other organizations' conferences and sessions. • Serve in advisory capacity to TAHU Legislative Council, TAHUPAC and local chapters on all legislatively-oriented events and meetings such as Day at the Capitol, Legislative Day, etc. Develop and oversee materials for these events as necessary. • Work with the TAHU Legislative team to develop their legislative agenda, assist in response to member inquiries regarding the same. Further, assist in all TAHU legislative email blasts to the membership. • Assist all TAHU legislative working groups. • Advise on the development and maintenance of the TAHU legislative key contact program. • Develop as necessary media and communications materials and "kits;" coordinate promotion of the TAHU legislative agenda with people in the media; be available as contact for press releases or similar announcements by TAHU which are legislative or regulatory in nature. • Organize and coordinate as possible editorial board meetings with publications in Texas. • Serve in advisory capacity on elections and candidates, to insure compatibility with TAHU Global and other positions. Also, serve as advisor to TAHUPAC Board on prospective contributions to candidates and / or office holders. TAHU will be giving serious consideration to all offers that fall within our budget requirements commiserate with experience, preferably $70,000 – $90,000 annually. It is also a member of the National Association of Health Underwriters (NAHU).
