The National Association of Landscape Professionals, an organization of 5,000 lawn and landscape professionals, seeks a skilled policy professional to serve in the new position of Director, State and Local Government Relations. The incumbent is responsible for advancing the interests of landscape professionals by promoting NALP public policy and advocacy objectives related to state and local units of government.
ESSENTIAL DUTIES AND RESPONSIBILITIES
The Director of State and Local Government Relations (DSLGR) monitors, reports on and responds to state and local legislative and regulatory activity which impacts landscape professionals. The incumbent counsels and provides direction and assistance to NALP members, state association leadership, and industry allies at the state and local level on core advocacy issues including, local pesticide and fertilizer bans or restrictions, water quality, pollinator health, local equipment bans or restrictions, and other issues as warranted. The incumbent serves as a key liaison to NALP member state association executives and other state and local allies, and develops resources to assist with state and local advocacy efforts. Other duties under the responsibility of the DSLGR include:
Monitors and tracks state and local legislative and regulatory activities.
Represents NALP at state hearings or public meetings regarding legislative, regulatory or rules impacting the interests of landscape professionals.
Helps state and local stakeholders formulate legislative strategies and set priorities, including providing on-site assistance as needed.
Develops legislative and regulatory materials including, written responses to regulatory proposals, testimony, letters, and analyses of regulations and legislation.
Collaborates frequently with state association executives on issues and actively promotes state Day on the Hill events.
Coordinates state and local legislative alerts, manages the State and Local Member Advocacy portal and reviews and maintains state and local advocacy content on the NALP website.
Develops programs and materials to support NALP efforts on strategic issues; maintains a clearinghouse of information and resources on assigned issues; performs research and analysis; develop publications and related issue and strategy materials as needed.
Manages the daily operations of state and local relations, including the review and development of the applicable portions of the departmental budget, develop new programs, and resources.
Note: This NALP office is currently in Herndon, Virginia but will move to Fairfax, Virginia in August 2017. Telework may be considered for this position.
Must communicate regularly on core state and local advocacy issues
Ability to read and analyze bills, ordinances, and regulations
Work normally in a busy, complex environment in an organized and professional manner
Travel is required
Experience in all or many of the association’s key issue areas including: pesticide and fertilizer issues, water quality, pollinator health, and local equipment bans or restrictions.
Bachelor’s Degree with MINIMUM of 2-5 years of industry experience including regulatory and legislative activity and knowledge.
Experience working in association government relations, state legislative office, or Capitol Hill office.
Flexible, energetic person with a demonstrated initiative and outstanding organizational skills and a passion for maintaining NALP as the voice of the landscape professionals.
Excellent communication skills –verbal and non-verbal required.
